In the MSF, policy entrepreneurs need to open a policy window, select the gatekeeper as a policy agenda, and actively participate in the overall process of formal policy formation. For legal policy and policy enforcement, they should open a policy window by consolidating three streams. They also support gatekeepers to set up and enforce policy agendas. Policy entrepreneurs should try to create various roles independently so that policymakers can accept policy agendas and make them into final outputs.
